Oregon leaders push back against federal health care actions with major new laws, Gov. Kotek signs laws protecting providers of gender-affirming and reproductive care from lawsuits
Oregon – The State of Oregon advanced a package of new health care laws aimed at strengthening access to reproductive care, preventive services, and gender-affirming health care during a public signing ceremony attended by state leaders and advocacy groups.
Governor Tina Kotek said the new legislation is intended to protect essential health services and reduce barriers to care amid federal actions that state officials say could impact medical access in Oregon. She emphasized that health care decisions should remain between patients and doctors.
House Majority Leader Ben Bowman said the measures respond to federal funding decisions affecting Planned Parenthood, noting that the organization provides services including cancer screenings, contraception, and STI testing.
State Senator Wlnsvey Campos also spoke in support of the legislation, highlighting concerns about access to health care services and the potential impact on public health infrastructure if preventive care becomes harder to obtain.
The newly signed laws include House Bill 4088, which strengthens protections for providers of reproductive and gender-affirming care; House Bill 4127, which ensures continued coverage for preventive services for Oregon Health Plan patients; and Senate Bill 1598, which expands access to vaccines and establishes statewide public health authority to support immunization efforts.
Supporters said the legislation is designed to protect patients and providers from legal and administrative challenges tied to shifting federal policies, while ensuring continued access to essential medical services across the state.
Officials and advocacy organizations involved in the ceremony said the measures reflect Oregon’s broader effort to maintain stable access to health care and protect providers offering legally permitted medical care within the state.
