Multiple arrests made during Eugene Police retail theft enforcement at Fred Meyer
Eugene, OR – The Eugene Police Department reported that detectives made multiple arrests during a retail theft enforcement operation conducted on April 23 at a Fred Meyer location on West 11th Avenue.
According to the department, the operation took place between 4 p.m. and 10 p.m. at 3333 W. 11th Avenue and was led by the Property and Financial Crimes Unit. A total of nine individuals were arrested during the enforcement effort, which targeted theft and related offenses at the store.
Police said those arrested face a range of charges, including Theft in the Third Degree, trespassing, and outstanding warrants.
Those charged include:
Daniel Lee Wurner, 44, was arrested for Theft in the Third Degree.
Ira Ulyesses Bastian, 40, was arrested for Theft in the Third Degree and an outstanding warrant.
Two juveniles in their mid-teens were also arrested and charged with Theft in the Third Degree.
Melanie Rose Anderson, 22, was arrested on a theft charge.
Isiah Christopher Lininger, 41, was arrested for Theft in the Third Degree and an outstanding warrant.
Andrew Ryan Ebat, 26, was arrested for Theft in the Third Degree.
Roger Woofter, 31, was arrested for Trespass in the Second Degree.
Cheri Ann Ames, 44, was arrested for theft and an outstanding warrant.
Each case was assigned an individual case number as part of the investigation, according to police.
The Eugene Police Department said the enforcement operation was part of a broader effort to address organized retail theft and property-related crimes in the area. Officials noted that these operations are supported through grant funding aimed at reducing retail crime.
The department confirmed that its retail theft enforcement efforts are funded through the 2025–2027 Oregon Criminal Justice Commission Organized Retail Theft Grant. The grant, awarded in January 2026, provides $84,776 to support enforcement operations, training, and administrative costs.
Police said the Property Crimes Unit is the primary recipient of the grant funding and is responsible for leading the planning and execution of these targeted operations.
For Eugene Police, the grant cycle began on January 16, 2026, when the award was accepted, and will continue through August 31, 2027.
Officials stated that operations like the one conducted on April 23 are part of ongoing efforts to reduce retail theft and improve safety for businesses and the community.
