Governor Tina Kotek visited Astoria to review housing progress and initiatives in Clatsop County

Eugene, OR – Governor Tina Kotek met with Clatsop County housing providers and local officials in Astoria to assess the progress made nearly two years into her housing and homelessness initiatives. The visit highlighted achievements such as the establishment of 80 new 24/7 shelter beds and the rehousing of 57 people experiencing unsheltered homelessness, surpassing the county’s rehousing goals by 36%.
Kotek began her visit at Columbia Inn, a facility funded through Project Turnkey 2.0 and supported by statewide resources from HB 5019. The shelter, operated by Clatsop Community Action, provides emergency housing for families with children, individuals fleeing domestic violence, and underserved communities. The Governor met with a current resident to discuss how the shelter helped them after an unexpected lease termination.
The Governor also toured the historic Owens Adair Apartments and the upcoming Owens Adair II project. The expansion, supported by SB 1537, will add 50 affordable housing units, including 13 permanent supportive housing units with subsidies for supportive services. Governor Kotek commended Clatsop County’s commitment to addressing homelessness while reaffirming her dedication to long-term solutions statewide.
