Eugene, OR – In a significant operation, the Eugene Police Street Crimes Unit (EPD SCU), funded by the Community Safety Payroll Tax, assisted the Douglas Interagency Narcotics Team (DINT) in a drug investigation that resulted in multiple arrests, substantial drug seizures, and the discovery of a weapons cache.
**Investigation Overview**
In October 2024, EPD SCU collaborated with DINT to track a suspect involved in methamphetamine distribution. Surveillance led to the identification of a key location in the 2700 block of Elysium Avenue in Eugene. Following the suspect’s apprehension in Douglas County, DINT seized two pounds of suspected methamphetamine. This development spurred a month-long investigation culminating in the execution of three search warrants on November 18, 2024, in Lane County.
**Warrant Executions and Arrests**
1. **1800 Block of M Street, Springfield**
– **Suspect**: Heather Lee Brown, 39
– **Seizures**:
– Over 500 grams of suspected methamphetamine
– More than 250 grams of suspected heroin
– Scales, packaging materials
– Approximately $16,000 in U.S. currency
– **Charges**: Unlawful delivery and possession of methamphetamine and heroin, substantial quantity; two counts of first-degree child neglect.
2. **2700 Block of Elysium Avenue, Eugene**
– **Suspect**: Andrew George Solomon, 40
– **Seizures**:
– Over 100 grams of psilocybin mushrooms
– U.S. currency
– **Charges**: Unlawful delivery of methamphetamine; unlawful possession of psilocybin mushrooms.
3. **300 Block of Rutledge Street, Eugene**
– Believed to be a stash house for Solomon’s drug operations.
– **Seizures**:
– Four pounds of methamphetamine
– One pound each of heroin, cocaine, and MDMA
– Seven firearms
– Digital scales and packaging materials
**Additional Charges Pending**
Solomon faces pending charges for unlawful manufacture and delivery of multiple drugs, first-degree child neglect, felon in possession of a firearm, and conspiracy to manufacture and deliver controlled substances.
**Other Individuals Referred for Charges**
– **Stephen Scott Rochelle, 62**: Charges include unlawful possession of methamphetamine, cocaine, and conspiracy to manufacture and deliver controlled substances.
– **Tina LouAnn Rochelle**: Similar charges related to possession and conspiracy.

The operation was supported by DINT, the Eugene Police Special Investigations Unit, and the Drug Enforcement Administration (DEA).
