City of Eugene to present 2025-2027 proposed budget amid financial challenges

Eugene, OR – On Wednesday, April 30, 2025, at 5:30 p.m., Eugene City Manager Sarah Medary will present the City’s 2025-2027 Proposed Budget to the Eugene Budget Committee. The presentation will be available for public access, with information provided on the City’s Budget Committee website. In addition, the 2025-2027 Proposed Budget Document can be found on the City’s official website for those wishing to review the full budget details.

“This year’s budget stands out as one of the most challenging in my career,” said Medary, emphasizing the difficulty of balancing the city’s financial needs. “After so many years of pursuing efficiencies, consolidating services, and making difficult reductions, the room for further cuts without significant service impacts has narrowed considerably.”

Medary added that despite these challenges, the City of Eugene is committed to ensuring long-term financial stability. Key strategies being implemented include collaborative long-range financial planning across all departments, an upcoming community survey, a strategic plan review, and a workshop on long-term financial stabilization with the City Council later in the year.

Over the past five years, the City has focused on aligning its resources with the community’s priorities. This process began with the reintroduction of the Community Survey in 2022, which helped shape the City’s first Strategic Plan. Additionally, Eugene has shifted to a two-year budget cycle, allowing for more flexibility, effective long-term planning, and greater efficiency. A priority-based budgeting approach has also been adopted to better understand the costs at the program level, thereby supporting more informed decision-making.

Despite the financial challenges, the City has been able to make meaningful investments in the community while implementing necessary reductions across various service areas. The presentation of the 2025-2027 Proposed Budget will give Eugene residents an opportunity to learn more about the City’s financial outlook and priorities for the next two years.
