Eugene invites public comment on affordable housing proposals and funding requests
Eugene, OR – The City of Eugene is seeking public feedback on three new proposals and one additional funding request that have applied for Affordable Housing Trust Funds (AHTF). The public comments will be reviewed by the AHTF Evaluation Sub-Committee, which will rank the proposals, and the full Advisory Committee, which will provide a funding recommendation to staff. The proposals are available for review on the AHTF website.
The first proposal, *Floral Hill* by DevNW, seeks to purchase a 3.9-acre property located on Floral Drive. The development plans for a 36-unit subdivision, consisting of a mix of townhomes and detached homes for ownership. These homes will be designed for households earning up to 80% of the area median income (AMI), approximately $71,300 annually for a household of four. The development would utilize a Community Land Trust to support affordable homeownership.
The second proposal, *Park Run* by Community Development Partners, aims to build a four-story building on Garden Way. The building will contain 158 units, including one, two, and three-bedroom apartments. These units would be available for households earning up to 30% AMI ($26,750 annually for a household of four) and 60% AMI ($53,460 annually for a household of four).
*River Road Apartments* by Cascade Housing Association is the third proposal, which calls for the development of three three-story buildings along River Road. This development will provide 47 units, including one manager unit, for households earning up to 60% AMI. The units will consist of one, two, and three-bedroom apartments.
In addition to the three new proposals, *The Lucy* by Cornerstone Community Housing, which was awarded funding in 2024, is requesting additional funds for the development of 36 rental units on Hunsaker Lane. These units would be available to households earning up to 60% AMI.
Public comments will be accepted until April, either via email to staff or in person during the public comment period at the upcoming AHTF Evaluation Sub-Committee meetings. These meetings will be held at the Saul Conference Room in the 3rd Floor Atrium Building at 99 W. 10th Ave, Eugene. The schedule for these meetings is as follows:
– April 17, 12:15 – 1:30 p.m.
The sub-committee will review *Floral Hill* by DevNW and *River Road Apartments* by Cascade Housing Association.
– April 23, 1:00 – 2:30 p.m.
The sub-committee will review *Park Run* by Community Development Partners and the additional funding request for *The Lucy* by Cornerstone Community Housing.
The full AHTF Advisory Committee is set to discuss the proposals and make funding recommendations during their meeting on May 8 at 12:15 p.m. Public comments will also be heard during this meeting. Meeting materials, as well as information on how to join and listen to meetings online, are available on the AHTF Committee website. Eugene City Council will make the final funding decision in June.
