Eugene, OR – The City of Eugene is inviting residents to provide feedback on the Eugene-Springfield Consolidated Annual Performance and Evaluation Report (CAPER) for fiscal year 2025 (July 1, 2024 – June 30, 2025). This report outlines the City’s use of federal funds for community development, economic support, social services, and affordable housing programs.

Eugene receives Community Development Block Grant (CDBG) funds directly from the U.S. Department of Housing and Urban Development (HUD) and HOME funds through the Eugene-Springfield HOME Consortium, which supports the creation and maintenance of affordable housing. The City serves as the lead agency for the HOME Consortium.

Public comments on the CAPER are open from August 26 through September 10, 2025. Residents can provide input in several ways:

  • Online: Submit comments through the HUD Plans and Reports webpage by September 10, 2025, 5:00 pm

  • Written: Send statements to the City of Eugene, c/o CDBG Programs Manager, Community Development Division, 99 W. 10th Ave., Eugene, OR 97401, by September 10, 2025, 5:00 pm

  • Spoken: Attend the virtual CAPER Public Hearing on September 10, 2025, at 12:00 pm

A graphic summary highlighting key accomplishments and the full draft CAPER document are available for review. Feedback will help guide future community development and housing programs in Eugene.
