Eugene considers new micro village housing rules to expand affordable housing options as City Council schedules public hearing
Eugene, OR – The City of Eugene is considering a new type of housing development that would allow small residential units to be clustered together on a single site with shared amenities, drawing inspiration from the Everyone Village community.
The proposed Micro Village Housing category would be added to Eugene’s land use code as city officials explore ways to expand affordable housing options. The proposal is part of Urban Growth Strategies Adoption Package #1, which is being considered by the Eugene City Council.
In a public announcement, the city highlighted Everyone Village as an example of a community designed to provide more than shelter, emphasizing privacy, stability and a sense of belonging for residents.
At Everyone Village, residents have their own living spaces and opportunities to grow food, share meals and develop skills. The community also includes 10 medical respite shelters for people who have been discharged from the hospital but need additional support while recovering.
The city is looking at whether a similar approach to clustered small-unit housing could provide additional options for people seeking affordable places to live in Eugene.
Under the proposed concept, Micro Village Housing would consist of small units grouped together on a site, with residents sharing certain amenities. The new category would be incorporated into the city’s land use regulations, which determine where and how different types of housing can be developed.
The proposal comes as Eugene continues to consider strategies for accommodating future growth and increasing housing availability. Allowing additional housing types through changes to land use rules could give developers and housing providers more options for creating residential communities.
However, the proposal is still under consideration, and the city has not announced a final decision on whether the new housing category will be adopted.
The Eugene City Council scheduled a public hearing for Monday, October 19, 2026, at 5:30 p.m. at City Hall, where community members can share their opinions on the proposal as part of the broader Urban Growth Strategies process.
Residents interested in the potential changes are encouraged to participate in the hearing and provide feedback before the council makes its decision.
The outcome could help determine whether micro village developments become an additional housing option under Eugene’s land use code, potentially allowing more small-unit communities with shared facilities to be built in the city.
