65-year-old woman taken into custody following 1-hour standoff after threatening to kill people at 201 Division Avenue

Eugene, OR – On April 5 at 6:33 p.m., Eugene Police responded to a report of menacing with a firearm at a thrift store located at 201 Division Avenue.
The suspect, 63-year-old Toni Elizabeth Morgan, was accused of being disorderly inside the store and threatening to kill people.
After leaving the store, Morgan entered a Kia Forte in the parking lot, briefly left the scene, and then returned, pointing the vehicle toward the store entrance.
She began revving the engine, and security personnel reported seeing her reach under her leg as though she had a weapon. Concerned for safety, security contacted police, and the store was evacuated.
Morgan continued revving her engine and pointed an object out of the window. When officers arrived, she rolled up her heavily tinted window, making it difficult for them to see inside.
She continued to scream at officers and rev her engine, prompting a 56-minute standoff that involved less lethal force and negotiation.
Attempts by Crisis Negotiation to communicate with Morgan were unsuccessful, as she appeared to ignore all admonishments, casually consuming a soda and smoking a cigarette.
An armored vehicle was used to pin Morgan’s vehicle, and a patrol car was used to block it from the rear. After a coordinated team effort, Morgan was safely removed from the vehicle and taken into custody.
No firearm was found. Morgan was transported to Lane County Jail on charges including menacing, disorderly conduct, and criminal trespass in the second degree.
